A Model for Participating in the IECQ System:

1. A certifying country is a full member of the CABC with voting rights if the country has his/her own CB and NCB.
2. A certifying country is a consulting member of the CABC with limited voting rights if the country uses another countryˇ¦s CB and has his/her own NCB.
3. A non-certifying country is a consulting member of the CABC with limited voting rights if the country doesnˇ¦t have his/her own CB and NCB.
